Rules and Regulations

9th - 10th Grade Boys
It is important to remember that the Medina Junior Basketball Association
(which can be referred to as MJBA, The Association, Coordinators or League) is a
non-profit, private organization that is sanctioned by the Medina City School
District to provide recreation for Medina City School students and help them
learn the sport of basketball.
All members, Coordinators, Directors, Coaches and Assistant Coaches have
volunteered their time to this League. MJBA funds are used to provide shirts
(jerseys) for the players, equipment for the League, Referees fees and court
time.
All rules, regulations and guidelines are the responsibility of the
Coordinators and Directors, it is their responsibility to interpret these rules.
Any volunteer who does not abide by these rules and regulations will be
terminated by the Association from further participation.
All decisions made by the Directors and Coordinators on rules, regulations or
guidelines shall be final and not subject to interpretation by anyone outside
the Medina Junior Basketball Association.

RULES AND REGULATIONS
GAME RULES
All games played will be 7 minute quarters (running clock. See Rule 6) and
follow the rules provided by the Ohio High School Athletic Association. Medina
Junior Basketball Association rule exceptions are as follows:
It is important that each team member plays a minimum of two (2) quarters
during each team game.
It will be the responsibility of the Coaches, their Assistants and the Time
Keeper appointed by the League to see that each player gets the correct amount
of playing time as specified above.
1a. Each player's playing time will be kept by an appointed Time Keeper at
the bench. (See rules for reporting into game
1b) If a player has not played his minimum of two (2) quarter during a League
or play-off game, a warning will be issued to the coach, by the bench, and that
player or players must be put into that game. A second violation in of this rule
will result in one game suspension of the Coach and a fourth violation could
result in suspension from the League.
1c. Players are to "REPORT IN" at the beginning of each quarter to
the scorer's table. If a player enters the game at any time he or she must
report to the scorer's table with their number and the number of the player they
are replacing.
Example: "# 12 in for # 5".
1d. Players reporting in are to remain seated at the scorer's table until
called in by the referee.
1e. When a substitute player reports in with his/her number and has provided
the number of the player he/she is replacing, if a different player comes out of
the game, a technical foul will result. If after a time out a player enters the
game without "Reporting In", a technical foul on the bench will
result.
1f. Players and coaches (max 3) are the only ones permitted to sit courtside.
The head coach must sit next to the scorers table. He is permitted to
stand but he must stay within the coaches box. Assistant coaches must stay
seated during the game.
1g. Head coaches may ask for a rule clarification during time outs and
between quarters. Assistant coaches, parents and fans are not permitted to
question referees.
2. All games will be played in accordance with the Ohio High School Athletic
Association Rules for Basketball. Presses, Trapping and full court defense are
allowed in this program.
3. Players may use a patterned offense to pass, cut and screen for teammates.
4. The clock runs at all times except for time-outs, injured players and the
last two minutes of each half, and such times as called by the referee in
charge.
5. The game will consist of four 7-minute quarters. The clock will
continuously run (see above).
6. The last 2 minutes of each half, the clock will be stopped for all
violations, fouls, jump balls, etc.
7. Each team may call 2 time-outs per half which will be limited to 1 minute
in length.
8. There will be 1 minute between quarters and 5 minutes between halves.
9. Teams must have 4 players to start a game. If a team shows up with only 4
players the game will be played 4 vrs 5. The only exception to this rule will be
the sole determination of the coordinators. In the course of a game, if one or
more players foul out. See rule 16a below.
12. No jewelry, earrings, necklaces, bracelets, watches, etc., or loose shoe
laces will be permitted. Games will be stopped until corrected. You may not tape
earrings, they must be removed.
13. No foul language will be permitted by the players, coaches or spectators
and will be the judgment call of the referee and may result in a technical foul
being called. See rule 17 below.
14. No fighting by anyone will be permitted at any time and will result in
dismissal from the League.
15. No cancellations or re-scheduling of games or practices except by the
League.
16. All fouls called will be by the referees and will not be overturned by
the League.
Games will not be stopped for an explanation or ruling by anyone except the
referees. Refer to rule 5 under Referee's responsibilities.
16a. Teams with fewer than 5 players due to one or more players fouling out
will finish the game with 4 or fewer players, i.e. 5 vs. 4, etc. Teams with less
than two players left will forfeit.
16b. The player being replaced should leave the playing floor quickly because
the clock is running. Failure could result in a delay-of-game warning and
possible technical foul.
16c. Bonus free throws (i.e. one and one) will occur on the 7th foul of the
half. If the 7th foul is a player control foul (offensive) no shots will be
taken. A double bonus foul of two shots will be awarded for 10 or more team
fouls in a half.
17. Technical fouls are the responsibility of the officials and will not be
overturned by the League. The first technical will result in two foul shots
awarded to the opposing team, a second technical will result in foul shots
awarded to the opposing team and disqualification of the player receiving the
second technical.
18. Technical fouls given to the players, coaches, benches or spectators will
follow as described above, with the exception that a second technical foul will
result in the ejection of the violator from the building. The game will be
stopped until the violator has left the building. Players or coaches ejected
from a game will be disqualified for all subsequent games for the next 8 days.
19. If repeated technicals are called in subsequent games, players and/or
coaches can be removed from the Association program. This shall be the
responsibility of the Association to determine if such action should be taken.
20. Players missing practices without notifying their coaches beforehand, are
subject to not playing their next game. The League must approve such action.
Approved absences are considered the same as being at practice.
21. Players are not permitted anywhere else in the school building other than
the gym and/or restrooms. Players are not permitted to go to their lockers for
any reason.
22. No food, drinks or water bottles will be permitted at anytime in the gym
by anyone. This means players, coaches, parents and coordinators. Water is
available in the lobby and if necessary games will be held up to allow for water
breaks.
23. Players who are injured, wearing casts, ill or out for medical reasons
are not permitted to play but are allowed to attend the games to support their
team. Team shirts are not to be worn if the player is sitting on the bench but
not playing.
24. Players arriving prior to their scheduled game are not permitted on the
gym floor, at any time shooting baskets, dribbling, etc
25. Players, coaches and spectators are not permitted to bring any other
basketballs into the gym. Spectators or players on the benches must not play
with MJBA basketballs during a game.
26. The possession arrow will be kept at the scorer's table and will point
toward the basket of the team that will be the next possession.
27. Jerseys will be worn tucked into shorts. The jersey is not to be cut off
or tampered with. Players reporting to games with jerseys that have been altered
will not be permitted in a regular game until the jersey is replaced at the
player's expense. You may not put a player's name on his jersey.
OVERTIME
1. Overtime games will follow the rules specified above for the last 2
minutes of a regulation game. See rule 8.
1a. Overtime periods will be in 2 minute increments and will continue for two
(2) overtime periods. If a winner has not been determined the game will end in a
foul shot shoot out. Each team member that is on the floor at the end of the
game will take one foul shot. If still tied each team will shoot one shot until
one team gains an advantage.
1b. Coaches will be allowed one time-out during overtime period.
1c. During the double elimination tournaments overtime will continue until a
winner has been determined.
PRACTICES
1. Practices are limited to 60 or 90 minutes and is determined by the gym
clock above the west entrance at Claggett and the clock closest to the cafeteria
at Root. Practices are not permitted to be held anywhere else other than at the
Middle Schools unless authorized by the League.
2. The gym will be set for 4 teams at a time to practice. Each team will get
a basket and that area will be for that team's use only. Players, Coaches,
Assistant Coaches or Spectators are not permitted to use game basketball hoops
during practice.
3. Players are to avoid being in the gym 10 minutes prior to and 10 minutes
after practice. Being in the gym or building during unauthorized times can
result in a one game disqualification.
4. Players and coaches are permitted only in the gym & restrooms, except
for an emergency and only to locate a custodian, school official or League
official.
5. Half court or full court drills are permitted with the consent of the
other team.
6. Fundamentals and rules are to be stressed during practice and should be
given as much attention as possible. Fundamentals to be given as follows:
a. use of both hands and proper form for lay-ups and dribbling.
b. Passing techniques.
c. Proper form for shooting from court and foul shots.
d. Rebounding.
e. Principles of Man-for-Man defense on the ball, one pass away and two passes
away from the ball.
f. Team play and sportsmanlike conduct on and off the court.
7. Players missing practice without an excuse on a regular basis are subject
to not being allowed to play in some games. This punishment will be at the
discretion of the coach with the consent of the Coordinators.
8. Basketballs are provided by the League for each team for practice and
games. It is the responsibility of each coach to see that these balls are
accounted for and put back into their storage box at the end of practice. Balls
are lettered for identification purposes.
9. Players, coaches or spectators are not permitted to bring their own
basketballs to practices or games.
10. Any unsportsmanlike conduct by a player will result in dismissal from the
League.
11. Any player injured during practice, if serious, call 911. Then notify one
of the coordinators of the injury, and how it happened. A First Aid Kit is in
the storage box with the basketballs.
12. If school is closed for some unexpected reason (weather, etc.) on the day
of practice, there will be no practice that night.
COACHES RESPONSIBILITIES
1. To follow the rules and regulations as provided for games and practices
and as outlined in the Coaches Code of Ethics.
2. Provide each team the basic skills of basketball to the players.
3. Maintain and provide a sportsmanlike atmosphere at all times.
4. Responsible for each players' actions during practice and games.
5. Attend all practices or provide a suitable replacement.
6. Assure that each team player plays the correct amount of time as outlined
in these rules and regulations.
7. Advise Coordinators of any misconduct, or regulations not being followed
by a player or coach.
8. Coaches are responsible for their team players, at all times, and are to
see that their players leave the building and have a way home from practices and
games or any other activity that is directly related to the MJBA.
REFEREE'S RESPONSIBILITIES
1. Maintain control of all games as outlined by the Ohio High School Athletic
Association Rules and the Rules of Medina Junior Basketball Association.
2. Arrive at game at least 15 minutes prior to game time.
3. If unable to attend a scheduled game, contact a Coordinator to schedule a
substitute.
4. Provide own equipment, i.e. shirts, whistles, etc.
5. Provide information on calls made that are questioned by the bench or
coach, after the game has been completed, so as to help educate the players or
coaches for future games. It is not the referees' responsibility to have any
confrontations or arguments with the players, coaches or parents. Such
confrontations will be brought to the attention of the League for further
actions.
6. Attention given to injured players, loose shoe laces or jewelry. The game
will need to be stopped as outlined above.
7. Will have full control of floor, clock and fouls during all games. Calls
will not be overturned by the league.
8. Any questions on rules or regulations, Coordinators have final say.
9. Maintain good sportsmanlike conduct between players at all times on the
court.
COORDINATORS' RESPONSIBILITIES
1. Provide rules and regulations to coaches and referees.
2. Maintain orderly conduct and enforce rules and regulations throughout the
program.
3. Evaluate and assign players to teams, obtaining an equal balance between
teams as much as possible in height and ability.
4. Administer procedures and personnel decisions as necessary throughout the
program.
5. Assign volunteer coaches to each team and move a player from other teams
to maintain balance.
6. Provide schedules for games and practices.
7. Over-see practices on a regular basis to observe and assist on
instructions as outlined in rules.
8. Provide equipment and shirts to teams for games and practices.
9. Administer and regulate all funds as necessary in maintaining the program
and provide details for annual report.
10. Work with the school administration to maintain order and assist in
operations provided by school employees.
