Medina Junior
Basketball Association It is important to remember that the Medina Junior Basketball Association
(which can be referred to as MJBA, The Association, Directors, Coordinators or
League) is an educational league and is sanctioned by the Medina City School
district to provide recreation for its students and help them learn the sport of
basketball. All members, coordinators, directors, coaches, and assistant coaches have
volunteered their time to this league. The
MJBA is a non-profit private organization and all funds are used to provide
shirts (jerseys) for players, equipment, referees and court time. All rules, regulations and guidelines are the responsibility of the directors
and coordinators and it is their responsibility to interpret and enforce these
rules and regulations for the league. Any
volunteer who does not abide by these rules and regulations will be terminated
by the association from further participation. All decisions made by the directors or coordinators on rules, regulations and
guidelines shall be final and not subject to interpretation by anyone outside
the MJBA. Parents of players participating in the MJBA are encouraged to contact their
daughter’s coach about any problems/concerns. If, after talking with the coach, a problem/concern still exists parents
should contact a league coordinator. Your

Basketball Association All games will follow the
rules provided by the Ohio High School Athletic Association (OHSAA) and the
following additional rules established by the MJBA. 1. League coordinators have authority to intervene during
disputes concerning interpretation of the rules to ensure all games are played
in accordance with MJBA rules and intentions. 2. Players who attend and participate in scheduled practices
will play a minimum of 2 quarters during each scheduled game.
Players who do not attend scheduled practices will play a minimum of 1
quarter. It is the responsibility
of the coaches/assistant coaches to ensure that each player gets the correct
amount of playing time 2a. Only players and Coaches may sit court side with the team. A team is limited to three coaches sitting on the bench. The head coach must sit next to the scorers table and he is the only coach who can stand during the game. Assistant coaches must sit during the game. Head coaches can stand but only with in the coaches box. Assistant coaches cannot question referee's calls. If a head coach want's a rule interpretation from a referee he must call time out or wait until between quarters. Again only the head coach can question a referee. 3. Players are to “REPORT IN” at the scorer’s table prior
to entering the game. This includes
reporting in prior to the beginning of each quarter and all substitutions.
The player will report to the scorer’s table with their number and the
number of the player they are replacing (example:
number 12 in for number 5). 4. Players reporting in are to remain seated in front of the
scorer’s table until called in by the referee 5. Because of the running clock players being replaced should
leave the playing floor QUICKLY. Failure could result in a delay of game warning
and possible technical foul. 6. When a substitute player reports in with their number and has
provided the number of the player they are replacing, the replaced player must
leave the game. If a different
player leaves the game a technical foul will result.
If, after a time out has occurred, a player enters the game without
reporting in, a technical foul on the bench will result. 7. The girl's Senior division can press at any time. In the
junior division no full court press will be allowed in the back court EXCEPT
during the last 2 minutes of each half (last 2 minutes of the second quarter and
last 2 minutes of the fourth quarter).
Defensive players may begin defending their “man” at half court. 8. In the girls junior division an inbound pass from the back court must cross the half court
center line prior to a change of possession except of course during periods
where a full court press is allowed.
The player receiving the inbound pass in the back court will not be
defended until the ball crosses half court. 9. Once the ball crosses half court, OHSAA rules will apply.
10. Teams may use a
man-to-man or zone defense. 11. Players may use a patterned offense to pass, cut and screen
for teammates. 12. All games will consist of four 7-minute quarters.
The clock will run continuously except for times-out, injured players,
the last 2 minutes of each half and such times as called by the referee.
During the last 2 minutes of each half the clock will stop for all
violations, fouls, jump balls, etc. 13. Each team may call 2 times-out per half which will be limited
to 1 minute in length. 14. There will be 1 minute between quarters and 5 minutes between
halves. 15. Forfeits. Teams
must start all games with at least 4 players.
Fewer than 4 players will result in a forfeit. The opposing team will still play 5 players so as not to
penalize that team for having all their players show; however, the coach playing
5 players may elect to start the game with 4 players. In the course of a game,
if one or more players foul out, the game will continue with fewer players,
i.e., 5 on 4 or 5 on 3. Teams with
less than 2 players left will then forfeit the game.
Players will not be allowed to play for another team.
16. No jewelry (earrings, necklaces, bracelets, watches, metal
hair clasps, etc.) or loose shoe laces will be permitted. Covering earrings with tape will not be allowed.
Games will be stopped until jewelry has been removed.
Please think safety. 17. No foul language will be permitted by players, coaches or
spectators and will be a judgment call by the referee and may result in a
technical foul being called. 18. Any unsportsmanlike conduct by players or coaches can result
in termination from the MJBA. No
foul language will be permitted at any time by players, coaches or spectators
and will be a judgment call by the referee which may result in a technical foul
being called. No fighting will be
permitted at any time and will result in termination from the league. 19. No cancellations or re-scheduling of games or practices
except by the league. 20. All fouls called will be made by the referees and will not be
overturned by the league. 21. Games will not be stopped for an explanation or ruling by
anyone expect the referees or coordinators. 22. Bonus free throws will occur on the 7th foul of each half.
A double bonus foul of 2 shots will be awarded for 10 or more fouls. 23. Technical fouls are the responsibility of the officials and
will not be overturned by the league. The
first technical will result in two foul shots awarded to the opposing
team. A second technical will
result in foul shots awarded to the opposing team AND disqualification of the
player receiving the second technical foul. 24. A second technical foul will result in the ejection of the
violator from the building. The
game will be stopped until the violator has been removed. Players or coaches ejected from a game will be disqualified
for all subsequent games and practices for the next 8 days. 25. If repeated technical fouls are called in subsequent games,
violators can be removed from the MJBA program. This shall be the responsibility of the coordinators to
determine if such action should be taken. 26. While inside the school, players/coaches are only authorized
to be in the gym or the rest rooms. Being
in unauthorized areas of the school can result in suspension from the league.
In the event of an emergency, a player or coach may enter normally
unauthorized areas to locate a school custodian, school official or league
official. Players are not permitted
to go to their lockers for any reason. 27. No food, drinks or water bottles will be permitted at anytime
in the gym by anyone. This means
players, coaches, and parents.
Exceptions may be made for scorekeepers/coordinators working continuous
games. 28. Players who are injured, wearing
casts, ill or out for medical reasons are not permitted to play but are allowed
to attend the games to support their team. Team shirts are not to be worn if the
player is sitting on the bench but not playing. 29. Players are not permitted to be on the basketball court,
shooting baskets, dribbling, etc., unless it is during the scheduled time that
their team is playing. Spectators
are not permitted on the basketball court at any time. 30. The possession arrow will be kept at the scorer’s table and
will point toward the basket of the team that will have the next possession. 31. Shirts (jerseys) must be worn tucked into shorts at all
times. No alterations to shirts are
allowed, i.e., names on back, logos, cutting or coloring.
Players who alter their shirts will not be permitted to play with that
particular shirt and the shirt must be replaced at the player’s expense.
32. Overtime games will follow the rules specified above for the
last 2 minutes of regulation. (32a)
Overtime periods will be in 2 minute increments. Only 2 overtime periods will be allowed.
If a winner has not been determined by the end of the second overtime
period a free throw sudden death will begin as described below: The
players on the court at the end of regulation time, for each team, will shoot
one free throw. The team making the
most free throws will be declared the winner.
If, at the end of the free throw overtime the score is still tied, the
winner will be determined by a sudden-death format with players from each team
shooting against one opponent to determine the winner.
The players will shoot in the same sequence as in the first free throw
round. As soon as one player makes
a free throw and the opposing player misses, the game will end.
It is recommended that coaches have their better free throw shooters up
first. (32b)
Coaches will be allowed 1 time-out during an overtime period. (32c)
During tournament games the free throw sudden death WILL NOT be
used. Two minute overtime will continue until there is a winner. PRACTICES 1. Practices are limited to 60 or 90 minutes.
Practices are not permitted to be held anywhere else other than specified
by the league. 2. The gym will be set for 4 teams at a time to practice.
Each team will have access to a basket and that team’s area will be for
that team’s use only. 3. Half or full court drills are permitted with consent of the
other team. 4. Fundamentals and rules are to be stressed during practice and
should be given as much attention as possible.

of both hands and proper form for lay-ups and dribbling Passing
techniques Proper
form for shooting free throws Rebounding Principals
of man-for-man and zone defenses Team
play and sportsmanlike conduct on and off the court 5. Basketballs will be provided by the MJBA for practices and
games. It is the responsibility of
each coach to see that these balls remain in good condition, are not abused by
players and are accounted for after each practice. Each ball is lettered for identification purposes.
Players, coaches and spectators are NOT permitted to bring personal
basketballs into the gym. 6.
Coaches will enforce the below listed rules (outlined in game rules) as
they relate to practice. a.
Jewelry b.
Foul language c.
Fighting d.
Cancellation of practices e.
Unsportsmanlike conduct f.
Missing practice g.
Being in unauthorized areas of the school h.
Food/beverages in the gym i.
Use of court time j.
Bringing personal basketballs into the gym
COACHES RESPONSIBILITIES If a player is seriously
injured, call 911 and the player’s parent/s.
Notify one of the coordinators about the circumstances of the injury.
A first-aid kit is in the storage box for player/coach use. Follow MJBA rules and
regulations as provided and as outlined in the coach’s code of ethics. Provide the basic skills of
basketball to the players. Be responsible for each
player’s actions during practice and games. Attend all practices or
provide a suitable replacement. Assure
that each player gets the correct amount of playing time as outlined in these
rules and regulations. Advise
coordinators of any misconduct or regulations not being followed by other
players or coaches. Coaches
are to ensure that each player leaves the building and has a way home from
practices and games or any other activity provided by the MJBA. Coaches
will arrange for the assistant coach, if applicable, to be at practices/games if
the coach is unable to attend. If a
coaching substitute cannot be located coaches are to notify the coordinators
prior to applicable practices/games. Coaches
are responsible for clearing the gymnasium if they are last teams to play.
This includes pushing in bleachers, stacking chairs, removing scorer’s
table and returning basketballs to the MJBA box. |
